Traditionally, if any Google norms violation found by algorithm by any website then whole website demotion was a result but now it is not a case. Which means penguin will not affect the whole site for some or few bad links. Hence, it will devalue those bad links instead of demoting the site.

By mentioning this Garry said, “Once the rollout is complete, I strongly believe many people will be happier, and that makes me happy”.

Along with this good news by Google they also announced that penguin recoveries will be rolling out by next few days.

If your site got hit by Penguin 3.0 and you’ve removed the bad links or disavow them then it is your time to recover from that update. All the best!
